UN Council Endorses the US Gaza Proposal
A UN Security Council has approved proposals presented by the US president for establishing a lasting peace in Gaza, featuring the deployment of an global peacekeeping force and a eventual route to a Palestinian statehood.
Unanimous Backing with Key Absent Votes
The resolution was adopted by a tally of thirteen in favor, with China and Russia choosing not to vote. Washington's diplomat the US ambassador informed the council chamber that it mapped “a fresh direction in the area for Israelis and Palestinians and all the inhabitants of the territory alike”.
Compromise Wording on Independence
The inclusion of allusions to an self-governing Palestine was the price the US offered for support from the Arab states, who are anticipated to supply security forces for the international stabilisation force (ISF).
“Provisional steps that we start today must be implemented in accordance with global standards and honoring Palestinian sovereignty,” Britain's representative declared.
Government Objection Remains
However, on the eve of the council decision, PM the Israeli leader reaffirmed his administration's adamant opposition to the establishment of a sovereign Palestine, creating uncertainty on whether Tel Aviv will allow the enactment of the UN-mandated proposals.
Central Components of the Resolution
- Swift elimination of ongoing restrictions on relief supplies into Gaza
- Establishment of an multinational peacekeeping unit
- Steps toward restoration and a eventual “pathway to Palestinian self-determination and statehood”
Unclear Wording and Requirements
The reference to independence was a compromise addition to an initial US draft which omitted it. Yet the wording is ambiguous and conditional, declaring only that once the Palestinian leadership has undergone changes and the rebuilding of Gaza is under way, “the situation may eventually be in place for a credible pathway to Palestinian sovereignty and statehood.”
Global Response
The phrasing was insufficient of the strong guarantee to the building of a sovereign Palestine beside Israel desired by Muslim nations, as well as European council members, but in speeches to the assembly after the vote, envoys from those nations said they were willing to endorse the settlement in the service of prolonging the present ceasefire and prompt actions to feed and protect the millions of Palestinian residents in Gaza.
“Our delegation has ultimately decided to vote in favour of this text, a text that we back its primary aim, namely the maintenance of the cessation of hostilities and the creation of circumstances permitting the Palestinians to assert their basic entitlements to sovereignty and nationhood,” Algeria's representative announced.
Implementation Challenges
The proposal grants general supervisory power to a “stabilisation committee” headed by Donald Trump, but of unspecified participants. The board has to report to the United Nations but it is not obligated by the wishes of the global organization or by the Palestinian leadership.
Furthermore, it demands the creation of a Palestinian technocratic committee that is expected to manage routine management of the territory and the distribution of aid, but it is highly uncertain who would take part.
Peacekeeping Unit Authority
The mandate of the ISF authorizes it to remove and dissolve fighting factions in the strip, but it is quite ambiguous that potential participating nations would be willing to engage such groups. Not a single nation has so far committed itself to sending peacekeepers.
Additionally the requirements for changes to the PA, the requirement towards progress on independence, have been vague.
European diplomats said they deemed it necessary that the names of the specialized group to provide utilities was determined as quickly as possible.
